Neither private insurance nor Med-QUEST will authorize ABA therapy until a licensed physician or psychologist has diagnosed autism, so this step comes first. Which route fits depends on your child's age and on the plan printed on your card, and Aiea families covered by TRICARE follow a different sequence than families on HMSA or Med-QUEST.

What the state mandate covers
- Diagnosis and treatment: State-regulated plans must cover both, including applied behavior analysis.
- Ordered by a clinician: A licensed practitioner has to prescribe the treatment.
- Licensed provider: Applied behavior analysis must come from a licensed behavior analyst.
What the statute does not settle
- Self-funded plans: Employer plans under federal ERISA rules are exempt; ask how yours is funded.
- Med-QUEST: Hawaii Medicaid covers applied behavior analysis under age 21, with no annual maximum.
- Military families: TRICARE West covers care through the Autism Care Demonstration.

How much does ABA therapy cost in Aiea?
It depends on the plan printed on your card. Hawaii's autism law names an age band and a yearly dollar maximum, and in practice the state's largest insurers do not apply them, because federal parity rules generally override caps on behavioral health. Families at Joint Base Pearl Harbor-Hickam usually run ABA through TRICARE West instead.

No. A Hawaii State Department of Education evaluation can qualify your child for an Individualized Education Program, which covers services at school. Private insurance and Med-QUEST still require a medical diagnosis before they will authorize ABA therapy.
Hawaii runs a single statewide district, so the request process is the same at Aiea Elementary, Aiea Intermediate, and Aiea High School.
