Texas Early Childhood Intervention (ECI) is a statewide program operated by Texas Health and Human Services and authorized under Part C of IDEA.

It serves children from birth to 36 months who have a developmental delay of at least 25 percent, a qualifying medical diagnosis, or a vision or hearing impairment. Services are designed to be delivered in natural environments, such as the home or daycare, to support development during everyday routines.
